At Housing Opportunities Program for Equity (HOPE), we know that a safe, stable, and quality home is the foundation for healthy pregnancies, thriving children, and stronger communities. Whether you are facing unsafe conditions, a threat of eviction, or the rising costs of rent and utilities, we are here to assist you with your family’s goal of stable housing.
HOPE offers support that includes:
- Education on financial issues, such as how to review leases, and help creating a budget
- Advice on how to negotiate and advocate for yourself with landlords
- Financial support, we may be able to help cover part of a security deposit, rent, or utility bill
- Education on your rights as a tenant, help avoiding eviction, and warm referrals to free legal aid when needed
- Guidance on how to elevate your voice to push for fairer and more equitable housing policies across Delaware County
You may qualify for HOPE if:
- You live in Delaware County and do not have safe, stable housing. This includes situations in which you’re living in an overcrowded home, behind on rent or utilities, or at risk of losing your apartment.
- You are eligible for, or enrolled in, one of the Family Village programs (WIC, Nurse-Family Partnership, or Healthy Start).
- You are ready to partner with a housing specialist to create an individualized housing plan that works for you and your family.
- You agree to share basic information as requested so that we can work efficiently to provide and connect you with housing resources.
We accept referrals on a rolling basis. Please be aware that space is limited, and a brief waiting period is possible.
Need immediate housing assistance or shelter tonight?
To access homeless/housing crisis services, you must complete a Coordinated Entry (CE) Assessment. CE is a process to assess, prioritize, and connect people who are experiencing a housing crisis to resources that will prevent or end their homelessness.

I am not eligible for HOPE, but I need housing support. What can you offer?
We recommend contacting the Community Action Agency of Delaware County. If you are experiencing homelessness, Delco Homeless Services may be able to help.
Does HOPE provide housing?
No, unfortunately, we do not provide housing or temporary shelter. If you are in need of temporary shelter, please contact Community Action Agency of Delaware County.
Do you provide ongoing rental assistance?
Unfortunately, HOPE can only provide one-time financial assistance to eligible participants.
